A man in his 70s and a woman in her 60s sustained serious injuries and were pronounced dead at the scene, according to a statement from the force. The man and woman were known to each other and their next of kin have been informed.
Devon and Cornwall Police said the investigation will seek to establish the full circumstances surrounding the deaths.
